We have this debate in our bee club. Most of the time, our small beekeepers receive smaller orders of queens with attendants in the cage. We unanimously agree (isn't that a miracle in itself?) that to successfully introduce a queen, there should be no attendants in the cage. Therefore, it takes extra work to release the attendants. Larger orders of the larger beekeepers do not have attendants but they have a bunch of bees poured around the cages in a screen box.
Not sure which way is really right, but we are under the strongly held opinion that queens should not have attendants.
