I think all over the world we face the same problem of notification.

As a geographer I have been dreaming on an online Geographical Information
System - GIS where every yard is registered and the pesticide applicator
should inform the poligon of application,  for the GIS to be able to
calculate the warning area and subsequently notifity to all those
registered by email or SMS.

Anyone knows of experiences similar to the one described?
Which are the potential challenges to have the beekeepers and yards
registered on a system like that?
Who should manage/own the system to protect privacy?
How to coopt the agrochemical users to inform in a system like this? Should
this be inforced by law?
