"end glow fiber optic pool lighting" in Google will likely yield a few manufacturers. I have only seen pre-made bundles up to 13mm (126Strand), but I'm sure there are larger. These typically have a black ABS or PVC sheath. To get the size you want, a custom bundle would be needed of about 100,000 strands. It could be packed into an 18" flexible plastic culvert pipe. There are also side-emitting bundles, if the goal is to be able to see the glow along the sides of the cable.
