Ozone generators and ionizors, too, give that sense of highly-charged atmosphere.
I think a well-recorded sound of an electrical arc panned across speakers could be pretty suggestive.
Handrails are a close substitute for people "standing with a rod." Plastic rails might be static-y(?) but wouldn't be very Dr. Frankensteinesque.
