The problems are more along the lines of miss-use.  Someone will decide to speak, or even yell, into the microphone and that could play havoc with things.  So you need a smart enough circuit to cut out stuff over a set limit and maybe the same for playback. It seems in this day & age of solid state sound recording the basic hardware should be easy to patch together as you suggested.  But getting the system to  deal with the issue described above will be the trick.

You also need to make sure staff has a quick and easy way to erase the "other stuff" that gets recorded if the system is holding stuff for playback by others.  By example Brad Larson always has a hidden or secret touchpoint so floor staff can quickly edit out stuff from his storytelling systems.
