Hello Jake,
I was curious about your comments about Canadian mail order pharmacies.
I remembered that, some years ago, the State of Washington used to have a Canadian pharmacy that they went out on a limb to suggest (in black and white, on one of their websites) to Washinton residents needing drugs that were cheaper there. They had vetted this particular pharmacy, and felt secure enough to do this.
After reading your comments, I searched the web to see how they handle it nowadays. See this link: http://www.insurance.wa.gov/publications/medicare/paying_for_prescription_drugs.pdf
While they no longer offer the name of a specific pharmacy, they do indicate that it is a viable option for many, and how to best ensure that the pharmacy is reputable, etc.
