Sorry I'm late to this.  

I know the Cranbrook Institute of Science outside of Detroit allows no photography except by permission (which isn't terribly difficult to get -- you have to sign a form at the front desk, but it does spell out how you can and cannot use the images).  I assume they have the right to control this, and thus other museum do as well.

I'm also looking at my copy of "Exhibit Labels: An Interpretive Approach" by Beverly Serrell.  And I notice the majority of photos are credited to the author AND the institution: "photo by author, courtesy of The XYZ Museum."  You might ask Beverly to confirm, but it would seem that, even though she took the photos herself, she still needed the permission of the institution to publish them.
