I would suggest you think of this as two separate spaces.
the bottom 12' - 14' for traveling exhibits, etc. and the upper
area as a whole separate exhibit or display space.

I have had success in tall spaces like this hanging lots of
kites from all around the world, whirly gigs and one of my
most successful uses of a tall space like this was having
an MFA student at the University design and install a major
piece for his Masters Design project.  We paid for his materials
and  a small honorarium, and he got to put it on his resume
that he  had a permanent installation.
