We have used paper copters - just paper and paper clips inspired by the Cyber chase bunny copters.  Put out markers or crayons so that the kids can color them if they like.

Also marble runs.  You bring peg boards, marbles, and kids use pipe insulation cut open, paper, recycled soda bottles, cardboard tubes, etc and LOTS of tape to make marbles travel from the top of the peg board back and forth to the bottom (maybe challenge them to take the most time possible).  Kids come and go building on the previous person's work.

Does anyone have any good ideas for really cheap, quick and easy STEM activities for festivals that serve several hundred kids and their families (of all ages)?
