Dear Lactnet Friends:

Last night, over dinner with friends, I brought up the topic of fostering.
The friends have had foster children and told me that Pennsylvania has the
most restrictive laws in the nation, so much so that PA is a model of WHAT
not to do.

An example: a mother who got a newborn when it was 2 weeks old, (and already
had had both arms and legs broken by family members) spent a lot of time
taking this baby to doctors, carrying it and nurturing it as much as
possible. After 4 months they got a phone call from the agency, calling to
say that they were coming to take the baby away in 45 minutes. No warning,
no preparation,  the baby was to be returned to its family. The foster
mother wept as  the baby was taken away. The agency then dismissed this
mother from its roster of foster parents because she was considered "too
emotional".

When a foster child turns 18 in Pennsylvania, it is given $100 and turned
out into the world by its foster parents, who are no longer given any
subsidy for its care.
