Colonies with spore counts less than about 2M (I have to get the exact
number) in fall were stronger going into almonds if fed protein without
fumagillin than protein plus fumagillin.

Jeff Pettis says that these results have been corroborated a few times.

I picked up hints of this throughout earlier literature, too. But this is
hard data, replicated.

The point is, that one should not use fumagillin prophylactically unless
actual spore counts warrant.
This currently only applies to California--I don't know if it can be
extrapolated to long northern winters. Don't know if anyone is testing
there. Medhat or Adony, you lurking?
