Hi Jeff,

My "Great Big Exhibit Resource List" <http://www.orselli.net/ 
sources.htm> has a category called "PHOSPHORESCENT SHEET MATERIALS"   
that lists several suppliers of "glow-in-the-dark" materials  
(laminates, sticky-backed sheeting, and paints.)

If longer-lasting alternatives like laminates or sheet materials  
aren't applicable for your situation, you might try either Shannon  
Luminous Materials <http://www.blacklite.com/> or  Flinn Scientific <http://www.flinnsci.com/index.asp 
 > for the paints you need.
