Unfoirtunately, in the view of too many, there is one thing more important - getting the baby's medical record started.  And at least where I worked, this could not be initiated without the initial weight and record that "eyes and thighs" (eye ointment and Vitramin K shot) had been done.  
Once again, policy trumps what is normal rather than the other way around.
