I agree it looks like the top could be General and Merchant on the bottom with "AU..." in the middle. The orientation looks more like a copper seal.

When blown up bottom looks like merc(?h) and top G..  possibly general 
merchant. Not so sure about A in AU as horozontal stem at 90 degrees to
