There is a trespassing law in Texas that trumps the BFIP law. I looked into this a couple of years ago, and if the owner of private property asks a person to leave and the person does not, they can be charged with trespassing. Exception would be if the owner does so based on race, etc. (civil rights protection). Breastfeeding in public is not a civil right in TX or many other places.
Note that religious entities/houses of worship may be exempt from BFIP laws as well as certain civil rights laws. It is often helpful for a mom in this situation to bring to the church's attention, material that states why the entity should support BF. I believe kellymom's site may have links that could be helpful.
