I've often thought about this. Unfortunately, I think I can easily find the
holes in your otherwise brilliant plan. I really believe that many mothers,
if faced with a copay for formula, would either deny having any money for a
copay or would go back to what they did before (dilute formula) or they
would do something even worse... they'd go back to evaporated milk and corn
syrup concoctions because they could buy those things with their food
stamps. And would the government honestly allow little children to starve
if their mothers denied having money for formula copays? People will
continue to take advantage of system. It would be nice to think that people
would step up to the plate and do what's right. I'm not holding my breath!
