I've never had to close the bottom board myself, but I do lay  something as a 
wind break for the screened bottom board. But of course your area  may be 
different. I suggest leave it open they will be fine and in my opinion  they will 
do better. 
 
I've given this to our state VP as he has hives on a windy  hill top.
