Hey Regina,

I don't think the statement's true for various reasons generally  
related to molecular structure of fur and hair, and it doesn't  
logically make sense from biological perspective. (But I might be  
wrong!) It may be distantly related to the myth that polar bear's fur  
acts as a UV light guide to warm the animal.  Please see: http://it.stlawu.edu/~koon/polar.html 
  for various references and a brief discussion.  It includes a  
reference to the reflectance and absorbance of arctic homeotherms  
which ought to have what you need.
