Looks like it is Ingrid Fliter.  She is a Gilmore Foundation winner.
They help an artist get a start on their career by providing a substantial
amount of money to pay for performances, publicity, management, etc. 
It is really a fine Foundation and does a great deal of good...

My guess is that not having her named on the video is an attempt to get
publicity...wasn't there some aspiring young actress who sold herself
as some loney single girl...

As for the Foundation, they have outreach to children as well.  I am
familiar with the Foundation because we are starting up something similar
here in Austin...with a far more modest budget.
