Perhaps the only recourse is for enough concerned, educated parents to take
a legal form with them to the hospital for a verifying signature.  It should
state before the fact:  if a doctor or nurse gives their newborn formula,
the hospital agrees to take the risk for all future medical expenses if
their child develops diabetes.
