I agree with Geoff, the processes are heavily political (having had personal
experience) and there is the huge problem of the European bias of the
committee. Several years ago there was a determined effort to bring in new
blood but it is difficult – I think a portion of my ICOMOS dues go to Paris
for whatever reason I’ve never found out. The TICCIH is another case in
point as the Nizhny Tagil Charter refers to an “industrial revolution” which
really only occurred in a few countries (and is disputed in some) as a basis
for defining industrial heritage.  Both processes have flaws.
