LOL, wouldn't be such a great idea to try and have a baby cafe in a Dutch coffee shop. Well, they actually do serve herbs, but not as tea, rather to be smoked ...
  I think I'd have to look for another lacation, like a communitybuilding, tearoom or lunchroom or thelike. 
  My biggest problem with the cafe concept is that, in my country at least, smoking is allowed in cafes, restaurants and thelike, even sport accomodation cafetaria's.

Wonderful concept. I wanted to open one here. Still waiting for
funding. If you wanted, you could have a happening for breastfeeding
moms in a local coffee shop. Make sure they serve herbal teas, healthy
foods, etc.
