Sand grain speed, eh?  Optical velocimetry or ultrasound doppler would work, radar is not a good choice because of the non-conductive nature of sand grains.  Comb through some of the relevant journals Review of Scientific Instruments, Measurement Science and Technology, and some trade magazines: Sensors, Electronics Design News  etc.  That sure is an interesting problem you've got there, I'd love to work on it!
