We have had a smoke free hospital campus for several years (although a
lot of smoking goes on in the parking lots and in cars!) . Every
hospitalized person who is identified as a smoker is supposed to get a
visit from cardiac health and a speel about how we can help them to
quit.   Mothers are identified as smoking or non smoking upon admission
to L&D and smokers are offered a patch after the delivery of the baby. 
It has worked fairly well unless they decline the patch and are a heavy
smoker.  Those moms end up having some edgy hours.   Some have used it
as an opportunity  to get healthier and try to quit for their baby. We
also have Quit Kits to give to them to help.   No stats on how long that
lasts though.  Good luck!
