My concern with this nurse-in is that this is not a case where a mother was using a public place, i.e. a bench in the mall, a chair out in the open store,  and  was then asked to leave. Rather, it is about use of a dressing room. While the employee chose the wrong words, it is permissible for a store to say that the dressing rooms are only for that purpose. Had the employee said "I'm sorry, the rooms are only for customers trying things on, there really is no complaint. Now, granted if the store isn't busy or there are multiple dressing rooms not in use, it does seem rude to not permit the mother to use one; however, it is not illegal!  This issue does not implicate BFIP laws.
