I have been an IBCLC since 1988 and have worked for WIC since 1989. I am  not 
an RN or RD. Therefore, I do understand your frustrations.  WIC has  
regulations at the state and federal level. It sounds like the regulations being  
quoted to you are at the state level. Please refer to

(http://www.nal.usda.gov/wicworks/Topics/WICnutStandards.pdf)   for the federal (USDA) standards. Standard 1 Staff 
qualifications, Roles and  Responsibilities, item B State WIC BF promotion coordinator's 
qualifications, #1  will be most helpful and interesting for you. These are 
matters of public record  and available to anyone who chooses to read them.
