this is not something that would usually be noticed on a normal newborn 
exam.  It can even be tricky to visualize (when looking into a baby's throat 
with a tongue-depressor they can lift their uvula while screaming and appear 
to not have one!) but easy to feel on digital exam.  I just don't know of 
any pedis who routinely do a digital exam.

and I would bet that the tongue-ties that are "missed" by most MDs are not 
missed at all, but not felt to be important.
