Another question is under what circumstances was the large piece of mining  
equipment discovered? Was this a Section 106 survey, a Section 110 evaluation,  
or did someone just happen to see the item while driving down the road? What  
role does the land manager, property owner, or drilling company play in the 
fate  of the item? What I am getting at here is that perhaps the land manager 
ought to  develop a study of the problem and consider re-routing the road or 
study  relocation at the expense of the people who are driving the trucks. 
Surely, the  item ought to be fully documented before attempting to relocate it.
