Hello, Margaret.
   Sorry for the delay.  I've been too busy this week to get to my computer much, and now I'm trying to catch up.
   This could be Mondor's Syndrome, also called Mondor's Disease.  The vein is inflamed and painful and often lumpy.  The lumps are clots, but since it is not a deep vein, there is very little risk that the clots will travel to heart or lungs and cause serious harm.  The vein is often described as looking like a clothesline, with the skin hanging from it rather like a sheet, because the vein stands out so much.  The inflammation is usually the result of something not too serious, like being bumped very hard.  But it can also be caused by a tumor pressing on the vein, causing the inflammation.  So mom should be checked for possible tumor.
