Not unusual when you have groups of adult men camped together 
Temporary stateside Span-am war training camps ca 1898 I have worked
,were loaded up with 100's of
Beer , whiskey's and spring water's 
Excavated from  trash dumps, privies and the soldier's fire pits
After drilling they had time on their hand's to do whatever
They wanted, I am sure that when the sun went down most of these camps
Turned into   watering holes for the workers and business opportunities
for the local's selling their product's.
Im not sure if the CCC allowed family members into the camps on weekends
as
The Guard did in 1898.
