warm or mild weather (spring, summer, fall).  When it gets cold enough to
threaten the queen and maybe themselves, they'll go back to work
controlling hive temperatures.

Great little economizers.  Long as it doesn't threaten the adult bees, who
cares what the hive temperature is in the absence of brood.  I assume that
they'd go back to work under severe heat, but know that they don't bother
at temperatures in the 90s.
