Karl Miller:

>Name the composer who has a passage of an orchestra tuning up in one of
>his works for orchestra?

Dutilleux uses the effect at the start of the third Interlude of his
violin concerto "L'Arbre des songes" although, highly organized, it
quickly develops into quite powerful music.

Balada begins his "Sinfonia de acero" in this way too - most decidedly.
