In 1999, when federal legislation allowed the use of food funds to
purchase breast pumps, Illinois developed a dynamic program to make
breast pumps available to all eligible breastfeeding clients.  Since
then, Illinois has purchased thousands of pumps in support of this
program.

The breast pump program was developed and maintained using "left-over"
food funds as allowed under federal regulation.  During the past year,
food costs and caseload increased dramatically.  This left Illinois in
the unusual position of not having any "left-over" food funds.  As a
result, we have been unable to continue to provide as many pumps as we
had in the past. 

Illinois continues to strongly advocate for breastfeeding women and
the
provision of breast pumps to eligible participants.  Local agencies
throughout Illinois are encouraged  to use existing funds to purchase
breast pumps or kits to supplement their supply of breast pumps.

During this time, Illinois WIC continues to explore other avenues to
provide breastpumps to eligible breastfeeding participants.
