The tongue tie can certainly be involved in all the issues this baby is
having.  Brian Palmer cites a case of his where the woman had severe
reflux until she had a frenotomy.  I've seen several babies with severe
vomiting from tongue tie, including my own firstborn who lost a
substantial portion of every feeding for his first 7 mos (we used more
diapers to catch his give-backs than we used on his bottom each day!)

A posterior tongue tie can be clipped (see
http://www.aap.org/advocacy/bf/8-27newsletter.pdf ), and the baby's
tongue movements can be improved with time.  You are doing all the right
things.  Some gentle massage on the anterior tongue can also help the
baby improve awareness and use the tongue better.  It can take time (1-3
mos) for breastfeeding to be painless and comfortable for mother and
baby respectively.
