I wholeheartedly recommend the Mathematikum in Giessen, Germany.

There are also maths museums in Portugal and Italy.

We in England have tried - oh how we've tried!  There is the George Green
Museum in Nottingham and a high maths content in other musuems. (@Bristol
has a maths exhibition on right now - developed with Glasgow, I believe)
