I would go to Wayne Wehling at the USDA (easily googled) who has done a
lot of the permitting work.  He, or his office, will know who has the
ants and procedures for obtaining a queen.   
I would also go in the direction of learning about ants and ant
husbandry.  One has much better success in maintaining a living display
if one has knowledge of the critter.

Paul,

I find that a great way to track down leads on topics like this is the
search feature on TryScience.org. It searches not just the TryScience
site,
but the web sites of all of the museums that are listed in it -- which
includes all ASTC and ECSITE members. Searching on "leafcutter ants"
turns
up a number of leads. (Adding "homeland security" leads to a
deadend....)
