Anna asks

"My question is, can I use a shallow foundation
frame in a deep super for drone cell building, so that I can destroy
possibly varoa infested drone larvae?"

If you put in a shallow super of any size cell into the bottom brood
chamber, they almost always use the underside of that frame to produce
drone cells and they fill them up right away. Whether or not that will be
enough space to satisfy the bee's need to produce drones or not is another
story.
