Try Electromatic Products, Inc. 23409 Industrial Park Ct., Farmington Hills, MI. (248) 615-3947. This will connect you with Tom Parrish whom I found to be very helpful with displays. 

Bear in mind that as far as I know, these folks use LEDs but Tom may well be able to tell you where the other type can be found. Don't be surprised if you find that the discs are smaller than your think; we have a bus sign that works this way and the spots are about 3/4 inch in diameter. As LEDs get better, this type of sign will begin to disappear. 

Also, check with London Underground in the UK.They use a similar sign type in the tube stations.

Finally, try ThomasRegister.com and type in electronic displays.
