Guess it would depend on where you are & the local laws; in a lot of places
I've worked in (germany, mind), the developer gives his money to the CRM
firm, but the SHPO equivilent makes the decisions about what is to be done
in terms of what gets dug, how it's done, etc., and usually keeps an eye on
progress - if the conditions warrant it, he tells the developer that the
original contract has to be changed; the SHPO guy would not look kindly to a
change in CRM firm: among other things, (s)he doesn't want the extra hassle
of vetting & handing documentation over to someone else -
The developer has made a contract with a company which (s)he has chosen
(caveat emptor); if (s)he finds out it's a dud, well, should have maybe
considered the alternatives or asked around - but since basically all
they're interested in is getting the OK to dig, quality etc. ain't usually
their main concern
Also, contracts usually specify who the PI is, and that can't be changed - &
the PI has to be there for
But post-ex is always included in the original contract (I think in some
places calculated something like 35% added onto field costs); in some parts
of europe the malta treaty is also in effect, which states that post-ex
includes publication & that comes out of the developers' pockets, too...
