The Clean Water Act has the same legal status as the National Historic
Preservation Act. When dealing with evaluating under Section 106, you need to
consult with a civil engineer and the U.S. Army Corps of Engineers or the local
agency to ensure you have designed the same kind of water and sediment catchment
systems building contractors must follow for their jobs. Grading, trenching,
archaeology, all these industries follow the same rules and face the same fines.
