Mats around here ( MN USA ) we get pretty fairly intense nectar flows
and the bees don't seem to like to raise queens on a good flow - they
seem to concentrate on the flow instead of other activities.  Can you
move your queen rearing to either before or after the more intense
nectar flow?  Here we can rear queens before the main flow and after but
during the flow is not easy and the results are poor.

Just a thought.  FWIW
