OOPS!  Kathrine, has identified correctly the office I was referring to in my 
prior post.  Their website has the title of "The National Women's Health 
Information Center (NWHIC)".  


The Office on Women's Health (OWH), under Department of Health and Human
Services is the agency that is primary sponsor of the upcoming Ad Council
campaign.  Their website can be accessed at http://www.4woman.gov  I am
unaware of any National Institute of Women (although that by no means
precludes its existence).  The campaign was designed by the Ad Council
(generators of the "this is your brain on drugs" campaign) and sponsored by
OWH.
