By this definition wouldn't a smoke detector's alarm be music? It is
certainly a sound that is contemplated and consciously designed in order
to create a specific effect.  However, I've never heard of anyone being
awakened by a fire alarm when their house is burning and saying to
themselves "Gee, what a great musical composition by those folks who
made the fire alarm!"

To me, one element of a definition of music would probably be that it must
be intended to be music.
