If you must have a set probably Herbert Von Karajan's 1963 cycle is the
best bet.  It is also nicely priced at around $30.00.  Avoid Harnoncourt.
While there are other good "sets" the HvK is the most consistently
satisfying.  On the other hand, you should also have Klemperer's "Eroica"
(EMI 66793) and Carlos Kleiber's 5th and 7th (DG 447 400), and Bruno
Walter's Pastoral (SONY 64 462) and Furtwangler's 9th especially the EMI
Bayreuth 66593)
