Thanks to Chris Salter, and Jim and Eloise Barter, the whatzit is a cork
borer sharpener.  It is still sold and manufactured for the same purpose
(resharpening the borers used to make holes in corks and stoppers of
scientific apparatus (apparati?).  Thanks for all your responses.
