First of all, the office to contact is INAH (the National Institute of Anthropology and History). They have an office in Mexicali.



As far as the government of Mexico is concerned, all sites dating to before 1821 belong to them. There is no such thing as "private" property. I suggest that your friend contact INAH as quickly as possible since the Mexican government can impose a fine. Now, whether or not INAH does anything about the sites is another question.
