The point you are making would probably have been stronger
5 years ago, but my wife is a teacher, and so much of what is
now being done in communications within a school district
is happening by email these days that I doubt that there are
many teachers who are not using it regularly.  In the past this
wasn't as true, but now its rather pervasive, at least out here
in Washington State.

And to Bill's earlier point... I'm not sure I see the teachers in
NYC as being a head of the rest of the education community.
In many ways they probably face many more challenges and
limitations in access that suburban schools don't face.
