Incorporated, a worldwide network of science museums and related institutions.

There is nothing special about a salt water tank that
makes it touchable... the issue is getting critters that
are hearty and keeping too many things from getting
into the tank and overwhelming the critters.

Crayfish, freshwater hermit crabs and other critters
might do well.  Make sure visitors wash their hands
before and after touching and try to have a very
large volume of water that is either changed frequently
or filtered.

There's nothing like having a kid that has just played
in the bubble exhibit sticking their hand into a touch tank
(fresh or salt water) to create problems for the creatures.
