ISEN-ASTC-L is a service of the Association of Science-Technology Centers
Incorporated, a worldwide network of science museums and related institutions.

I would suggest that you look up two programs in the U.S.:
1. Computer Clubhouse at the Boston Museum of Science, which allow youth to
use high end audio, video, computer technologies.
2. You may also want to check out the Community Technology Centers
movement, which are designed to provide underserved communities with access to the
Internet, computer use, etc. I am not how many of the centers have really high
end applications available, but worth looking into. ctcnet.org
3. Without knowing what they might have available, the Tech Museum of
Innovation in San Jose may be another place that might offer youth with
opportunities for experience with sophisticated applications not available at home.
