I don't know if this is what you're looking for, but Internet Explorer
has a "kiosk" mode in which it runs the web browser in a lockdown mode
with no menu bars or controls exposed.  Then, the informational pages
can be done in html, either locally or over the web.

The string to run IExplorer in kiosk mode is: 

"[local path to internet explore] -k [url to display]"

e.g.:   "c:\program files\internet explorer\iexplore.exe" -k "c:\my
kiosk info\default.htm"
